On Thursday 24 February, during the presentation of the new aircraft acquired by the Peruvian government, Defense Minister Jaime Thorne comment about the concrete possibility that this government soon acquire a satellite observation land, it certainly apropos of the statements of both the ex-President Alejandro Toledo's Peru Possible and Luis Castaneda Lossio and Gral (r) Otto Guibovich National Solidarity on the future purchase of a satellite, the same as located within their government plans.
Thorne The Minister pointed out that the government could soon acquire the satellite, and now are examining various proposals, some very interesting and that this implementation would be done under the framework of an agreement between governments. Regarding that would define this acquisition, said it was a presidential desicion and if they lacked the necessary funds for this purchase, which would be done to a friendly country.
(*) In this regard we haer some comments that we consider important:
- In relation to the timing of the implementation, we suggest that the current government has developed through the Commission National Aerospace Research and Development-CONIDA the relevant studies at the profile level, pre-feasibility and factibiidad, and the Ministry of Economy SNIP code assigned in No. 21,918 on August 10, 2005, following closely all the administrative processes of law, that until the recent approval of the economic viability of the project, all in a Within 4 years old and a half, so its early implementation would not be a makeshift desicion, but rather a result of a long process that follows a strategic project and totally necessary for our country.
- In relation to the mode of implementation, its realization through a government to government agreement seems the most accurate, it would be the best way to ensure a transparent and technical implementation, as we would have after the implementation of a government guarantee, obviously if this is a country that gave us the guarantees of reliability and technological capabilities with standard world-class quality.
- It may be recalled that in the region and to Brazil and Argentina have had their own satellites, they are no longer operational since outlived their usefulness. Our neighbor Chile acquired a satellite to EADS Astrium for 3 Anios, whose satellite is ready in February 2010 but could not be placed in orbit by problems in the launch system, estimated at least for launch this June anions, and whose experiences and error to learn. Countries like Colombia, Venezuela and Bolivia are analyzing alternatives like Peru, for which an implementation of these features is entirely consistent with the technological advances and regional policies in terms of sustainable development and geopolitical strategies.
- If you take a quick desicion Peru, which could be immediately accceder a parallel contruyese satellite and another satellite to measure, be the only country in the region with the ability to acquire live images across the region.
