The September 29 th took place the ceremony by which signed the memorandum of understanding between the National Aerospace Research and Development-CONIDA (Peru Space Agency) and the United Space Agency-UKSA Kingdom.

The momentous event took place on board of British PFG HSM Portland, he landed on the pier 15 in Callao.

The event attended by leading British authorities and Ambassador James Dauris, the Regional Director for Europe and the Americas of the United Kingdom Trade and Investment, UKTI Geoff Gladding and the representative in Peru of UKTI Andrew Morris. Attended by the Peruvian civil authorities, as well as a large number of generals, admirals representatives of the 3 armed forces.
The signing took place at 11.30 am, on the Peruvian side the document was signed by Colonel Enrique Barriga Pasco, CONIDA chief and the British side as Mr. Geoff Gladding signed in behalf of the UKSA.

We must remember that the UK has a large aerospace development, underpinned the development attained by their private companies in this activity. Among them we highlight the company Surrey Satellite Technology Limited , world leader in the development of mini satellites for earth observation, with more than 25 YEARS OF EXPERIENCE, 34 satellites launched, more than 200 years of life in space and useful which is the most important technology transfer program in this field in the world.

is a fact that the signing of this Memorandum of Understanding will bring enormous benefits to the technological development of our country, having to now we have a strategic partner worldwide leader in aerospace technology.

We must remember also that CONIDA recently concluded a feasibility study for the implementation of the National Center for Satellite Image Opreacion, it recommended the implementation of a satellite system itself, which must have a satellite observation of high-resolution ground, a ground control station for mission and training program and comprehensive technological transferenia.

NEW FAULT WITH CHINESE MINISTRY OF ENVIRONMENT

Summary of articles in English published on September 13, 2010 in Space News by Peter B. Seldinger

A new Chinese communications satellite, ChinaSat -6A or Sinosat-6 has a helium leak in its pressurization system which will likely require ground equipment to resort to extreme measures to put in orbit and to reduce life, officials said on 10 September charged. The satellite was launched by a Chinese Long March 3B rocket from Xichang Space Center in southwestern Sichuan province at 1614 GMT (24:14 GMT) on September 4, 2010.

The SinoSat -6, was designed to last 15 years in geostationary orbit and is based on satellite communications platform DFH-4, aiming to provide services radio and television programming to customers throughout China especially in remote and mountainous regions, through 24 C-band transponders, eight Ku-band transponders and one S-band . The satellite was built by the China Aerospace Science and Technology Corp ys eria operated by China Satellite Communications Corp .
E l satellite was insured for U.S.. $ 200 million for a total loss, partial loss-there is a proportional representation in most cases, this malfunction will result in an insurance claim is estimated at about U.S.. $ 60 million, according to an industry official.

The failure of the satellite, which officials say has nothing to do with the Chinese launch vehicle Long March 3B also further undermines the reputation of the DFH-4 satellite platform that uses Sinosat-6. The platform, presented last five years, suffered failures Sinosat-2 orbit and the satellite NIGCOMSAT-1 from Nigeria. DH-4, developed by the China Academy of Space Technology, China is the platform for export satellites.

The two previous failures DFH-4 platform are attributable to failures in power system solar energy, while the Sinosat-6 the problem is that it can deliver maximum helium pressure fuel tank of the satellite. A similar type of emission reduced by about a third of the lifespan of Hispasat's Amazonas satellite owned by Spain.

(*) Note that this platform is the one that bought the government of Venezuela and was named Venesat Bolivar-1-1, which was released on October 29, 2009 almost a year its launch, little is known about its operation and there are many doubts about its actual operational capabilities. Also, this same DFH-4 satellite platform was recently acquired by the Bolivian government to China, for Tupac Katari communications satellite to be in operation by 2012 or so (the truth I would be more than concerned about a purchase as well).
must be noted that in the case of failure, not only attempts to quantify the economic loss if the cost of the satellite, but there is an intangible cost, which is related to the late years of the capacity communicate to any one country, the cost is really incalculable and a millionaire. In the case of NIGCOMSAT-1 from Nigeria, China will build a new satellite to replace the failed, but this will take additional 3 years, which in development and technological terms, it is a lot.

MORAL: Do not risk your future on questionable technology.

Recognized for ESRI

is very pleased to share with you the good news about the recent award that has received the Ministry of Environment of Peru by the Executive Committee of the XVII Latin American Conference on International ESRI Users, for their work in implementing the WEB with Geoserver information for the Environmental and Territorial Management of Peru's Ministry of Environment of Peru.

The awards will be held at a special ceremony held during the American user conference to be held in Mexico City, Republic of Mexico, from 22 to 24 September 2010 and the Ministry of Environment are invited to present a paper on this implementation to the Latino community in this event.

A special congratulations to the engineers William Llactayo geographers, GIS Area Chief Doris and Rueda, Director The National Land MINAM, who led the task force also to Dr. Antonio Brack, who know a professional's view has always supported the development of geomatics tools as a means for fundamental and strategic development activities of the Ministry of Environment.

is also important to mention the importance of satellite imagery for the production of thematic maps and analysis of our territory by the MINAM profesionlae s technical, and thus the importance of having a own satellite to support the work on evaluation natural resources, environmental monitoring and land use planning in the Ministry of Environment. As we know the satellite images are an invaluable tool, irreplaceable and strategic for the development of these activities, and its own satellite would give the Department the necessary autonomy and especially the immediate accessibility of information, cases like the recent dam failure Huachocolpa tailings are a clear example of the importance of this tool in their daily activities.
